Fire Safety (England) Regulations 2022

Fire door checks to Regulation 10.

If you look after a block of flats in England, Regulation 10 of the Fire Safety (England) Regulations 2022 sets out how often the fire doors must be checked. Our fire door inspections help you comply: we coordinate access with residents, check every door and give you a record that shows it’s done.

The rules

What Regulation 10 asks of you.

Regulation 10 of the Fire Safety (England) Regulations 2022 applies to the Responsible Person for blocks with two or more flats and shared areas. Here’s the short version.

  • Communal fire doors: every 3 months

In blocks over 11 metres, fire doors in the shared parts must be checked at least every 3 months.

  • Flat entrance doors: every 12 months

In blocks over 11 metres, flat front doors must be checked at least every 12 months, on a best endeavours basis.

  • Residents must be told

In any block with two or more flats, residents must be given information about fire doors: keep them shut, don’t tamper with closers, report faults.

Greater Manchester Fire and Rescue Service sets out the same check frequencies on its own Fire Safety (England) Regulations 2022 page. The Fire Safety Act 2021 also made it clear that flat entrance doors fall under the Fire Safety Order, not just the doors in the shared parts.

Access

The hard part is usually access. We help with that.

Routine checks need doing properly, and recording. We give you a FireQual-accredited inspection of every door and a clear, detailed report backed up by photo evidence, with a pass or fail for each, so you have the proof if the fire service or your insurer asks.

  • Resident emails & calls

We email and call residents to explain the checks and why they matter.

  • Automated booking

We book access appointments with residents, with automated reminders by email and phone, so doors don’t get missed.

  • Every door, our utmost

We do our utmost to gain access to every door to ensure it gets inspected. Any door we can’t get into gets a limited inspection record.

  • Photo evidence

A clear, detailed report for every door, backed up by photos, with a pass or fail and a recommendation.

  • A proper baseline

A full first look at every door, so the 3- and 12-month checks start from a known position.

  • Freeholders & RTM companies

We work with freeholders, right to manage (RTM) companies, managing agents and housing associations.

Proof the checks were done, door by door.

It’s sensible to keep a record of every check and every attempt to get into a flat. Our reports give you that, in a form you can forward to your contractor, your fire risk assessor or your board.

  • Every door photographed, referenced and located
  • A pass or fail for each door, with the reason
  • A clear recommendation for every defect
  • Sent electronically, in as little as 48 hours

Why it matters

Flat front doors are part of the escape route.

In a block of flats, the front door of each flat and the doors in the shared corridors and stairs hold back fire and smoke so people can stay safe or get out. A door that doesn’t close, or has a missing seal, puts more than one household at risk.

Not over 11 metres? The 3- and 12-month frequencies are not mandatory, but regular checks are still good practice and help you meet your duties under the Fire Safety Order. Your fire risk assessment should set how often the doors are checked.

What if residents won’t let us in?

Flat entrance door checks are on a best endeavours basis. We coordinate directly with residents by email and phone, with automated booking reminders, and we do our utmost to gain access to every door to ensure it gets inspected. For any door we can’t access, we provide a limited inspection record.

Do the 3- and 12-month checks apply to my building?

They’re a legal requirement for blocks of flats over 11 metres high in England. Below that height they are not mandatory, but regular checks are still good practice. The duty to give residents information about fire doors applies to any block with two or more flats.
